All the criteria (both "Hard" and "Survey" data for a total of 249 criteria) used in the computing of rankings are standardized since the data are measured using different scales then the scores are ranked for each criteria.

The criteria are weighted in order to limit the volatility of the survey data,so all the survey data have a weight of 0.64 while the hard data have a weight of 1.00. This weighting scheme introduces arbitrarity in the results but it should be noted that it has been used on regular basis since 1994 ensuring the comparability of the rankings.

Different rankings are computed from this data, the  Overall Competitiveness Scoreboard    is obtained as the sum of all the weighted criteria, the Competiveness Input Factors are more specialized rankings:
